What West Linn Weather Does to Your Roof
West Linn Public Works publishes the number: “The average annual rainfall in West Linn is 47.060 inches. Approximately 75% of the total precipitation occurs during the 6 months between October and March.” December alone runs close to nine inches.
That is the whole problem in one sentence. Three quarters of the year’s water lands in half the year, so your roof spends one long stretch permanently wet and then dries out. Roofs here rarely fail during a storm. They fail in February, from months of never getting a chance to dry.
Moss thrives in exactly those conditions, and West Linn’s tree cover makes it worse. Oregon State University Extension is direct: in the moist Pacific Northwest, moss on roofs is inevitable. The moss does not eat the shingle. It traps soil and holds water against it, and on asphalt and metal it lifts the shingle until water can get underneath. Do not pressure wash it, which OSU states plainly damages shingles, and do not think one cleaning ends it. If the roof stays shaded and damp, it returns.
If You Live in the Willamette Historic District, Read This First
This is the one that catches people out. West Linn’s Willamette Historic District went on the National Register in 2009, and the city is clear about what that means: “Properties located within the historic district are subject to a design review process. This means that any exterior alterations to these properties must gain approval from the City before implementation.”
Your roof is an exterior alteration. Among the review criteria the city applies is “the general compatibility of exterior design, arrangement, proportion, detail, scale, color, texture and materials proposed to be used with an existing structure in an Historic District.”
There is relief for ordinary work. The code states that nothing in the chapter “shall be construed to prevent the ordinary maintenance or repair of any architectural features which does not involve a change in design, material or the outward appearance of such features.” So a like-for-like repair is one thing; changing your roof material or colour is another. If your house is in the district, that review has to be built into the timeline before a crew is booked, not after.
Permits and Which Office to Call
West Linn processes its 1- and 2-family building permits through the state ePermitting system, and the Building Division is on 503-742-6055. Counter hours are short: mornings Monday to Thursday, closed Fridays.
One local quirk worth knowing: electrical permits do not go through the city. West Linn says it outright: “Electrical Permits need to be pulled with Clackamas County. Please contact them at 503-742-4240.”
West Linn Neighborhoods We Cover
The city has eleven neighborhood associations and we work across all of them: Willamette, Bolton, Robinwood, Sunset, Savanna Oaks, Marylhurst, Parker Crest, Rosemont Summit, Hidden Springs, Skyline Ridge, and Barrington Heights / Tanner Basin.
West Linn Roofing Questions We Get Asked
My house is in the Willamette Historic District. Can I just replace the roof?
Not without design review. The city requires that any exterior alteration to a property in the historic district gain approval before it is carried out, and the review looks at colour, texture and materials among other things. Ordinary maintenance or repair that does not change the design, material or outward appearance is exempt. Plan the review into the schedule, because it happens before the work, not alongside it.
Do I need a permit to reroof in West Linn?
Residential building permits in West Linn run through the state ePermitting system, and the Building Division on 503-742-6055 confirms what your specific job needs. In Oregon generally, a full tear-off with new sheathing requires a permit while a lighter replacement or repair usually does not. We confirm it for your address before quoting.
Who issues electrical permits in West Linn?
Clackamas County, not the city. West Linn directs residents to the county on 503-742-4240 for electrical permits, which comes up if your job involves anything electrical on the roof.
Why does the moss keep coming back on my roof?
Because the moss went and the conditions stayed. OSU Extension is clear that the environment has to change. With three quarters of West Linn’s rain falling between October and March, the roof barely gets a chance to dry out, so shade is the only variable left that you control.
When is the best time of year to reroof in West Linn?
Summer, and not by a small margin. Around 75 percent of West Linn’s rain falls in the six months from October to March, so July and August give the widest dry windows. We still work through the wet half of the year for anything that cannot wait.
What does a new roof cost in West Linn?
Square footage, pitch, layer count and material set it. If your house sits inside the Willamette Historic District, design review can also narrow which materials you are allowed to use, which is worth knowing before you fall for a particular product. We price what you can actually get approved.
Do you do siding in West Linn as well?
Yes. Vinyl, fiber cement, wood, engineered wood and metal siding, residential and commercial, alongside the roofing work.
Are you licensed and insured?
Oregon CCB#214272 and Washington FOXRORC743JT, bonded and insured, ShingleMaster certified. If your job needs historic design review, that licence number goes on the paperwork, so we hand it over with the estimate.
