Roofing in Vancouver Is a Washington Job, Not an Oregon One

This side of the river runs on different rules, and the difference costs people money. Clark County states it plainly: “Re-roofing permits are required for all buildings in Clark County. A separate permit may be required if structural work such as replacing roof sheathing is necessary. Generally, a maximum of two layers of roofing may be applied to a residential structure.”

Read that again, because it is the opposite of Oregon. In Portland or Gresham most reroofs need no permit at all. In Clark County every building needs one. If a contractor tells you a Vancouver reroof does not need a permit, they are quoting the wrong state.

The second thing is the two-layer limit. If your roof already carries two layers, a third is not an option: it comes off first. Anyone quoting you a cheap overlay on a two-layer roof is quoting work that should not pass.

Which Office Issues Your Permit

It depends on which side of the city limit your house sits on, and a Vancouver mailing address does not settle it. The City of Vancouver’s own guidance is to “always check the jurisdiction of the property online to determine whether it is inside City limits” before applying. Inside the city, permits go through the City of Vancouver permit centre on 360-487-7833. Outside it, they go through Clark County on 564-397-4078.

We check the jurisdiction for your address as part of the estimate and pull the permit from whichever office is the right one. It is not something you should have to work out.

Check Our Washington Licence Yourself

Washington makes this easy and you should use it. The state Department of Labor and Industries runs a public Verify tool: “Use our Verify tool to see if a business you want to work with has an active contractor registration; an active and paid-to-date workers’ comp account covering any employees. At the same time, you can check for safety violations, other information, lawsuits against their surety bond and more.”

Our Washington registration is FOXRORC743JT. Look it up at secure.lni.wa.gov/verify before you sign anything, with us or with anyone else. A contractor who does not want you doing that is telling you something.

What Vancouver Weather Does to a Roof

Vancouver averages about 42 inches of rain a year, spread over roughly 163 days. July is the exception at well under half an inch; November, December and January each run around 19 to 20 rainy days. Roofs here are wet far more often than they are dry, and that is what ages them.

Moss follows. Oregon State University Extension is direct about the region: in the moist Pacific Northwest, moss on roofs is inevitable. The moss does not eat the shingle. It traps soil and holds water against it, and on asphalt and metal it lifts the shingle until water can get beneath. Do not pressure wash it, which OSU says outright damages shingles, and do not assume a cleaning fixes anything on its own. Shade and damp are the cause; the branches over the roof are usually the thing to change.

Vancouver Neighborhoods We Cover

Vancouver recognizes dozens of neighborhood associations, and we work across them: Cascade Park, Fisher’s Landing, Arnada, Carter Park, Bagley Downs, Airport Green, Bella Vista, Bennington, Burton, Central Park, Countryside, Eastwood, First Place and Fourth Plain Village among them.

Vancouver WA Roofing Questions We Get Asked

Do I need a permit to reroof in Vancouver WA?

Yes. Clark County requires re-roofing permits for all buildings, and a separate permit may be needed if structural work such as replacing roof sheathing is involved. This is the opposite of the Oregon side of the river, where most reroofs are exempt.

Can I add a third layer of shingles?

No. Clark County allows a maximum of two layers of roofing on a residential structure. If your roof already has two, the old material comes off before the new goes on. Anyone offering to lay a third layer is offering work that should not pass inspection.

Do I apply to the city or the county?

It depends on whether your property sits inside Vancouver city limits, and a Vancouver mailing address does not answer it. The city says to check the jurisdiction online before applying. City permits go through 360-487-7833; unincorporated Clark County goes through 564-397-4078. We check it for your address and pull the right one.

How do I verify a roofing contractor in Washington?

Through the Department of Labor and Industries Verify tool at secure.lni.wa.gov/verify. It shows active contractor registration, whether workers’ compensation is paid up, safety violations and any claims against the bond. Our Washington registration is FOXRORC743JT.

Why does the moss keep coming back?

Because the moss came off and the conditions stayed put. OSU Extension’s point is that the environment has to change. With roughly 163 rainy days a year and Clark County’s tree cover doing the rest, the branches over your roof are the one lever you actually control.

When is the best time of year to reroof in Vancouver?

July through September is the driest run by a distance, with July under half an inch. We work straight through the winter as well, since a house needs a dry couple of days, not a dry season.

What does a new roof cost in Vancouver WA?

Squares, pitch, layers and material. On this side of the river the layer count carries more weight than people expect, because a roof already at two layers cannot be covered again and has to come off first. We count them on the first visit, and the written price reflects what we found rather than what we hoped.

Are you licensed on the Washington side?

Yes. Washington registration FOXRORC743JT and Oregon CCB#214272, bonded and insured, and a ShingleMaster-certified contractor. We are based in Gresham and work both sides of the river.
